Creation

On November 14, 1975 for the purpose of creating a Cameron County Rural Fire Prevention District. Later on April 4, 1988, an election was held to change the name to “Cameron County Emergency Services District No.1 for the purpose of expanding the boundaries.

CCESD

The Cameron County Emergency Services District No.1 (CCESD) is a political subdivision of the State of Texas created to serve the residents of the county with fire protection & safety, fire prevention education, and emergency medical services.

Funding & Budget

The Cameron County Emergency Services District No.1 (CCESD) is a taxing entity that levies a tax of 10 cents per hundred dollars valuation and uses the revenues to contract for fire protection and emergency medical services in the unincorporated areas of the County. Ten cents is the highest tax it can levy and it has been at this rate since 1995 when the Cameron County Rural Fire Prevention District was converted into an Emergency Services District

Board

The CCESD is governed by a five (5) Board of Emergency Services Commissioners. Board Members are required to complete at least six hours of continuing education. Members of the Board are appointed by the Commissioners’ Court, and each member of the Court is responsible for naming one CCESD commissioner who resides within the district and meets the qualification set by the Texas Health and Safety Code Chapter 775.034. The Board members serve one and two-year staggered terms; however, the tax code allows board members to continue to serve “until a replacement” is appointed.

ESD’s in Texas are governed of the following regulations and more.

FUNDING & BUDGET

ESD’s are funded by Property Tax, Sales Tax, and or Fees.

The CCESD is funded only by (Ad Valorem Property Tax Rate of .10 cents per valuation).  CCESD holds schedule meetings and public hearings on Budget and Tax Rate to comply with Truth-in-Taxation requirements.  A budget is adopted by September 30th and before adopting a Tax Rate.  The Tax Rate is adopted by September 30th or within 60 days after tax roll certification.
